TYPO3 Core

Typo3 doesn't render titles for frontend editing icons consistent.

If the backend languages is English and language of the page is Finnish
titles are following:

• titles of individual edit icons are in FINNISH

• titles of edit panel icons are in ENGLISH

I added text alternative for icons - they went into FINNISH.

In my mind I didn't altered so much the code in
'tm_contentaccess' that it should affect to the behavior
(issue imported from #M2308)
