Constants and Setup are switched in select field in TS object browser

Description
when using the TS object browser you can switch between constants and setup. In the ts records the constants are above setup. In the object browser the select field for switching between constants and setup is reversed: setup on top and constants below it.
This should be switched to make it like the records

I do not think it is good. From the design point of view the most valuable part (here: TS setup) should be at the top.
It is acceptable in the TS record because it is "record". TS browser is different, it shows TS object tree.

+1 for not changing it since setup is far more important and therfor on top

we can still set setup as default if it isn't the case already - it's just a kind of an usability/logical thing, which is why I marked it as trivial
