internal links does not use constant variable, it show $PAGE_TARGET instead of _top for example

Description

Since i use Typo3 4 RC1, my internal links doesn not use the constant ( in template section ). Instead, it show $PAGE_TARGET in frontend, and i cant make links open in "_top" for example.
