SysActions: Selecting a page for a new element

Description

Using sysactions a user can quickly add elements (ex. news, products).

It would be nice if it is possible for a user to first select the target page from a tree menu.

Currently the target page has to be selected when you create the actions. This makes actions only useful for creation of elements when they're always created in the same page.
