first I have done the ts that 'config.language = ch'
and I have translated all the program in chinese.

If the "ext/tt_news/pi/locallang.xml" have the variable of 'ch'(it's null), then "l10n/ch/tt_news/pi/locallang.xml" will can't work. when I del the variable "ch" in the "ext/tt_news/pi/locallang.xml" (it's empty), the "l10n/ch/tt_news/pi/locallang.xml" work well.

the variable in the tt_news:
<languageKey index="ch" type="array">
</languageKey>

all the Extensions own the variable of "ch", the l10n/ch/*****/locallang.xml will not work
