The list with extensions can't be refresed in T3 4.1.

Description
Always, even if there is no list in typo3temp, retrive/update reports "The extension list has not changed remotely, it has thus not been fetched.". And the date of last update stays the same as before.

Sorry, I think it has not to do with 4.1
All my installations of T3 have the same problem.
I don't know if it's a problem of the repository or a changed config of my ISP
But may be you can also reproduce it.

Right, this seems unrelated to 4.1, as it works for me with that version. Make sure you have no error messages in the PHP error log (enable all errors!), have not set a custom TER mirror URL and have a working network connection.
Unless t3lib_div::getURL() changed it's return value behaviour it is highly improbable this could happen... :)

I cannot reproduce this, and from the source I cannot see a possible cause for this. If you have more info please reopen. If it is fixed with the latest 4.1 SVN, just be happy. :)
