TSref, HMENU: splitting up the special table for 4.2

Description
Hello,
Context: Since the special table is monolithic and there is no room for data type and default settings for the subproperties, I tried it to split it up in to several tables, one for each special.something property to increase readability and better navigation through headlines in the html version. I send the TSref to Michael Stucki, who will put it into SVN (provided i did not make any serious mistakes).
I did not rewrite, only reorganized (at least, I hope so). New features like stdWrap for wrapItemAndSub (in trunk already) and HOPEFULLY entryLevel and range (not in trunk yet because of missing documentation and some bug as discussed in the core list [1]).
Nevertheless the reorganisation of the contents and some contents itself need a change, and I will set up an issue for each special.something table and for the HMENU table itself, always mentioning this issue.
