Not all labels in the backend are localizable, this is especially important in countries where law enforces localized software.

Resolved, suspended:

4.3 already solved tons of hardcoded strings and introduced locallang labels. As this issue is just a bit too widespread we should rely on special issues for single remaining hardcoded strings to fix them step by step.
