I tried to produce the error but wasn't able to. Following the steps provided in the video wouldn't lead to any problems. Tested 4.4.0beta2 on IE6 et al.
The problem with the overflowing icons can be solved by adding z-index-attributes to #typo3-topbar (z-index: 1) and #typo3-module-menu (z-index: 2) so that the menu lies over them.
If wanted I can provide a patch for that, but as the error can't be repeated the bug may also be closed, from my point of view.
