to override enabledControls it's only possible with a hook.
I would like to have the option to define them in TCA.
A possible way would be
'fieldname' => array(
'label' => '...',
'config' => array(
'type' => 'inline',
'foreign_table' => '...',
'appearance' => array(
'enabledControls' => array(
'new' => false,
'delete' => false,
...
),
