Although explicitly set

options.uploadFieldsInTopOfEB = 1
options.createFoldersInEB = 1

There is no possibility to initiate an upload in RTEHTMLArea's Browse Links window from

ext/rtehtmlarea/mod3/browse_links.php

for every user having the rights to do so.
