Move page within workspace not showing for editors after page move

Description

When an editor actions a page move within a workspace the page moves, but no longer appears within the page tree for editors. The move is visable for administrators though and shows with "[MOVE-TO PLACEHOLDER for #...]", standard editors no longer see or have the page for editing access.

When you review the access privillages for the placeholder, there are no settings applied e.g "xxxxx[not set]". This is why only admins can see the actioned move as there are no privillages to filter the object by.
