class.t3lib_xml.php returns double encoded utf8 on a utf8 installation

Description

The class t3lib_xml expects always latin1 databases. It will convert
every string to utf-8 in the function utf8($content) expecting the
input parameter $content is latin1 encoded.
This will result in double encoded utf8 output.

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?
