Description

Highlight the toggleborders border button in the toolbar when table borders are shown.

Add configuration option to make table borders visible on RTE opening.

The attached patch adds the following configuration option

RTE.default.buttons.toggleborders.setOnRTEOpen

If set, table borders are shown when the RTE window opens.

The toggleborders button is highlighted when the table borders are shown.
