Applying the patch related to issue #0006637 (rootline reverse order) "as is", will result in a broken link behavior.
The lowest level page (start of the rootline) will not be linked anymore, instead the current page will be wrapped with anchor tags.
Related to issue #0006637 (maybe also #0009814).

The patch for #17747 has been applied and is part of TYPO3 since 1 1/2 year now. HMENU using rootline works as expected. All links are correct; with and without reverseOrder = 1.
