Works in 4.2-branch
Failure in trunk (rev. 4823)

If the system extension sys_action is installed (and has no records?), the BE search menu in the top toolbar does not open on click.

How to reproduce:
  • default trunk install without fancy stuff
  • sys_action not installed -> click on magnifier glass symbol in top toolbar -> search menu opens
  • install ext:sys_action (creates two new tables)
  • click on magnifier glass symbol -> no reaction

@Steffen: Maybe that was introduced by #14656?
