Description
Each content element has a layout field that can be set, but changes to it in the backend are not written to DB.
When you directly change content layout value in DB, then you can see
that in the backend with a blue "i" icon and a mouseover shows you the right entry. But when you go to edit, the dropdown box keeps showing "normal"
I assume that the dropdown box is completely broken.

Unable to reproduce.
Please check your setup for some extension that might mess things up here.
Please also check for some Page or UserTSconfig that reduces the options to the standard entry.
This is very likely a problem of your setup.
