Description
When I work on the access permissions of folders in the backend I receive the error:
Class 'gzip_encode' not found in [...]/typo3/mod/web/perm/index.php on line 857
I added
require_once (PATH_t3lib.'class.gzip_encode.php');
at the top of this file and the error is gone...

Resolved as duplicate of #19907 (Thanks Steffen).
Will be fixed in 4.2.7
