Unable to login to the BE

Description
After setting [BE][loginSecurityLevel] to "normal", I am no longer able to login into the BE. Even with newly created BE admin user, I get an authentication error.

See comment in Install Tool:
DO NOT CHANGE this value manually; without an alternative authentication service it will only prevent logins in TYPO3 since the "superchallenged" method is hardcoded in the default authentication system.

I can see some potential confusion about this... But its not a bug, so it should be closed.

To my knowledge, loginsecuritylevel set to "normal" only works (and is required) when ext:t3sec_saltedpw is installed and used (4.2 branch).
