Ordinary user cannot save element into right column

Description

I do the following with a user without admin rights:
When I am clicking on the "New content" button on a page and choose an element and choose to place it in the right column it swaps into the Normal column and not the right column when saving it.

However when I do the same with an admin user it is no problem to get the element into the right column.
Is this a bug in the TYPO3 core or is it any parameter for the user in order to make the user able to save an element into the right column?

I am using TYPO3 4.2.6 and 4.2.10.
