Problems with utf-8 filenames in new Media CE

Description

Pointing to a video file with foreign characters in the file name stops the new Media CE from rendering correctly.

The utf-8 character set is used for all components of the website, but the new Media CE does not seem to render these correctly.

Renaming the file to not use foreign characters is a workaround.

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?
