Move checkbox "secondary options" to users module

Description

It makes much more sense to move the checkbox "secondary options" to the user's settings module. This will also make the BE a bit cleaner

A user can set the checkbox there or an admin can set the value for the
user(s) by using TS like

setup.default.extendedView = 1
setup.override.extendedView = 1

Attached v2 by Jörg Klein to the bug which makes it possible to hide the checkbox. See core mailinglist for discussion and conclusions.
