Description

The initialization process does test that all style sheets are accessible, but the collection may still be empty.
The styling dropdowns are then disabled.

Case encountered in Safari 5.

Fixed in SVN TYPO3core trunk (revision 8069) and branch TYPO3_4-4 (revision 8070).
