Only show upload comments that are newer than installed version in update function of EM

Description
EM function "Check for extension updates" lists extensions which have updates in TER. This list shows upload-comments of all versions which are newer than the installed version.
The upload-comment also shows the comment of the installed version. The comment of this particular version should be removed. It confuses the user, since it mixes information about installed versions and update changes.
1) Go to tools->EM
2) Choose function "Check for extension updates"
3) Look at the Upload-Comment column in the list of new versions
Patches are written against 4.3 and 4.4 branches. Since EM will be rewritten in 4.5, no patch for trunk is provided.
