The install tool doesn't use the wrapper functions to send mails.

This is cause mail utility may not be configured on installation part. The handling changed with the rewritten Install Tool for TYPO3 6.2.
If you think, that this is the wrong decision, then please write to the mailing list typo3.teams.bugs with issue number and an explanation.
