"Generate Workspace Preview Link" doesn't appear without clicking in the pagetree

Description

In a fresh install or a site where you never used WS, if you change WS or click WS module, the " Generate Workspace Preview Link" doesn't appear in the top of third frame.

You have to click in the pagetree to make it appear. Can be confusing since you can view page that are versioned in the third frame but still don't have the "Generate Workspace Preview Link" appear.

My colleague "lost" the top link after clearing its data in user settings but I was not able to reproduce myself.

this is by design - we're going to add something to the manual but the behaviour won't change
