This is an SVN patch request

Problem:
The caching framework matured and is a requirement for a broader refactoring of TYPO3 bootstrapping.

Solution:
Enable it by default and remove old caching.

This is only the first patch in a series of patches. It aims to be easy to review and does not break anything. There will be more patches to clean up details for submodules like extbase and lang and to push the usage of the caching framework to the next level for things the old caching was unable to handle.
