sys_notes

Even if you check the "Personal" Flag in the Internal Note, everybody may see/edit it.

See Screenshot.

User "Daniela" (simple Editor) may see/edit the Personal Note of Christian (admin).

Hi,

Everybody can see it in the List module. That's not a bug (as TYPO3 has no per-record access levels).

I think the Task Center will not show the private notes, only the public ones.
