Disable clear lang cache by default

Description
By default the clear lang cache must not be enabled.
You can enable it if needed with this configuration, in localconf.php:
$GLOBALS['TYPO3_CONF_VARS']['SYS']['lang']['cache']['clear_menu'] = TRUE;
