XLIFF: CSH labels are always in English

Description
Although translations are available on the system, CSH labels are always displayed in English language in current trunk.
(E.g. check the hover effect over the texts in the module User Settings or the question marks in the page module.)
Other texts are displayed in the right language.
Seems like t3lib_BEfunc::wrapInHelp()
does no longer return the localized version of the texts.

Can someone explain to me, why I still get only english text for CSH Labels? The BE language is set to german and when I hover a label it says "Lädt Hilfetext...", but when loading is done the csh text is shown in english (everywhere).
I've checked Typo3 4.6.3 and 4.6.4
Please use the mailing list if you have problems with your install. This bug is resolved and closed. And I just checked to be sure, it works properly, of course only if the CSH text has actually been translated, which is not the case everywhere.
