Introduce new hooks to create database fields and keys dynamically

Description
For the purpose of modifying the database schema upon extension installation and database compare in install tool I would like to have some hooks to append sql create statements dynamically.
This mechanism could be reused by the caching framework afterwards.
I will push a change to Gerrit in some Minutes.
