pageNotFound_handling target does not handle shortcuts

Description

The default option for pageNotFound_handling is to display the first accessible parent. However, if this parent is a shortcut, then the shortcut is not followed. Instead the content of the page is shown, which is obviously not correct as the content of a page of type shortcut cannot be edited.
