Description
After downloading translations in Danish for the Extension Module multiple labels are missing. I know they haven't been translated on the translation.typo3.org server, but the default label should be shown if there's no translation for the label. I think it's an issue between how the translation server works and how the XLIFF translation is handled. Because the translation server needs all the keys in order to allow for editing of labels, but in TYPO3 it only checks if the key exists, and not if the key actually has been filled out..

I'm not sure if this is a more general issue or only an issue with handling of labels in the EM.
