Description

The upgrade wizard first wants to migrate file relations and suggest to run the database compare tool as the last step.

Without the sys_file table this migration cannot run and ends with:

Uncaught TYPO3 Exception
#1314455642: Error during file indexing: "Table 'typo3.sys_file' doesn't exist" (More information)

RuntimeException thrown in file
D:\webserver\xampp\htdocs\typo3_src\t3lib\file\Service\IndexerService.php in line 146.
