I'm able to upload old extension, but if I upload a new EXT without versions the UI will say:
Internal Server Error
No PHP-Error
No HTTP-Error
HTTP-Access:

Please elaborate on the problem I currently can not reproduce this effect.
Please also attach the extension could are unable to upload to EM to this issue.

No feedback for 90 days and I from others that are uploading extension this is no problem. Closed for now.
