Show page overlays instead of default page title in right frame if a non default language is selected

Description
In Modul WEB->Page: If you choose in the right frame 'QuickEdit' or 'Colums' in the first dropdown and a language which is not default in the second dropdown, the page title which is shown above the content elements is always the title in default language. But it should be the page overlay (especially if a user is restricted to non default languages).
This bug appears not only in 6.1 but also in 6.0 and 4.7. I didn't test it in 4.6.

In the master branch it is obviously already fixed - but I couldn't find the related patch on gerrit. So just as a reminder that this have to be backported to 6.0 and 4.7.

But there is no backport still.
