Description

If I config this via UserTsconfig

options.file_list.enableDisplayBigControlPanel = activated

is not working.

Config via PageTSconfig works:

mod.web_list.enableLocalizationView = activated

but this config should be removed anyway, see:

http://forge.typo3.org/issues/43932

I reject the issue with the explanation given in the related issue and the fact that such a rarely used feature is not worth the hassle for just a single minor version of TYPO3 CMS.

If you disagree, please let me know and I open this one again.
