Description
Create-database should only be offered if the user may create a database (and if that database does not yet already exist, in case permission was granted for a specific database-name).

Discussed among the team. This grants-parsing is too much effort for too little use. We could only make use of it in the installer and wouldn't want to have it as part of the public DB-API.
So we focus on other improvements in this installer-step (better error-messages on create, ...) but won't have a rights-check.
