Description

In several backend screens where there is need to scroll, the background color stops at 100% height. This can be seen for example in the Login screen (dark gray ends abruptly when scrolling down), the Element browser (gray background) and others.

This is a regression introduced with #47920 (adding the normalizer.css) and needs to be fixed until 6.2 release.
