\TYPO3\Core\Utility\GeneralUtility::getUrl() ignores install tool - settings ssl_verify_host and ssl_verify_peer

Description
Both install tool settings 'ssl_verify_host' and 'ssl_verify_peer' are currently ignored for curl connection in \TYPO3\Core\Utility\GeneralUtility::getUrl().
I provide a patch-file with my suggestion to fix that issue.
As GeneralUtility is a static class which per definition can't be xclassed, it would be great if you could handle this issue with higher priority.
