Extension Manager does not always show description

Description
When an extension (like rsaauth) has configuration options in the extension manager, the description is not shown as a tooltip when hovering over the extension name. Then it will only show 'Configure'. Which is not so helpful.

I only partially agree here. I'd like to see both: the description and the hint what will happen if I click on the link.
So example text for the title shall be:
This is the description of the magic something extension. Click here to configure it.
