Form - Editor icon only visible after saving the form

Description

Form - Editor/Wizard icon beside the TypoScript field is only visible after saving the form. Initially it is not visible. This is very misleading as an unexperienced Integrator will skip this option for users. Just happened in IRC

Tested on
6.x - 6.2.x

Reproduceability: everytime

Either make an infotext in the first tab or change the behaviour.
