Enable CSS libs to use in frontend

Description
The newly introduced PageRenderer option to include
CSS libraries (that are included on top of all CSS files)
cannot be used in the frontend yet as there are no
TypoScript options yet.
The patch changes the existing "includeCSS" logic
and adds the same procedure for "includeCSSLibs".
