Warning "PHP suhosin.get.max_value_length not high enough" when suhosin module is disabled

Description
Although the suhosin module is disabled via "suhosin.simulation = on", the TYPO3 Install Tool system environment check reports the following:
PHP suhosin.get.max_value_length not high enough suhosin.get.max_value_length=512. This setting can lead to lost information if submitting big forms in TYPO3 CMS like it is done in the install tool. It is heavily recommended to raise this to at least 2000
Similarly, the Reports-Module in the TYPO3-Backend will report a failed test and if the Scheduler is configured to send report e-mails it will send an e-mail reporting the (non-existing) issue.
