Report Module always reports TTL of 0 minutes for ENABLE_INSTALL_TOOL file

Description
The Security Check in the reports module always reports a TTL for the ENABLE_INSTALL_TOOL file of 0 minutes. The reason is that the variable $enableInstallToolFileTtl is not initialized.
