Deprecate option stripslashes_values in DataHandler

Description
The option stripslashes_values is set to TRUE as default, but is explicitly set to FALSE (or 0) in every place where DataHandler is used.
The option probably stems from an era when transferring data between database and application used addslashes/stripslashes.
