Remove unneeded function call in TYPO3 Bootstrap

Description
The method "loadTypo3LoadedExtAndExtLocalconf()"
inside the TYPO3 Bootstrap is just a wrapper
now for calling the extLocalconf method itself,
and only used within the Bootstrap call once
within the boostrap->run() method.
