Improve exception shown when extension loading fails

Description

If loading an extension fails the exception should point to do the following actions in the install tool. This should solve it in most cases:

  • Clear all cache
  • Check for broken extensions

Why should the extension manager recommend to clear all caches if an exception during the extension installation occurs? If the installation with good caches fails, there is a reason for that and I'm sure cache clearing doesn't solve the problem.
