Add TemplateRootPaths support to Fluid/View/StandaloneView

Description
Now StandaloneView supports layoutRootPaths and partialRootPaths it would be a great addition if it also would support templateRootPaths with the same "Template Path Fallback logic" (#61361). Just like the ExtBase action controller does.
