Add check for max_input_vars into install tool

Description
The default value for max_input_vars is 1000, which is in some cases to low.
E.g. for big forms in the BE this value result in a "security token" error message.
For the TYPO3 context a value of 1500 should be a good value.
The install should check this value and inform about a possible too low value.
